Racial recruiting hinted in major services
Military manpower specialist Edward Scarborough says four services discriminate against black recruits to limit black numbers. The Defense Manpower Commission study, not in the final report, suggested discriminatory practices were racially motivated. Scarborough notes the staff detail was omitted in the commission’s published document.
