The State Senate approved two Lombardi bills to tackle malpractice issues. The plan includes a state insurance company for hospitals, a constitutional amendment to allow jury or nonjury trials for claims, a two year study by a temporary commission, and rules on awards including a 100000 lump sum cap and funds directed to a long term investment. The measure aims to ease rising insurance costs and modernize liability determinations.
