Clay D. Smith of Otisca Industries Ltd. testified before a House subcommittee that an EPA ban on CFCs could force his Syracuse firm to liquidate. He described the coal cleaning method using CFCs and noted contracts with American Power & Light Co. and a GM project, while warning of uncertainty hindering sales. Fifteen small-business reps from refrigeration, air conditioning, food, electronics and plastics supported the hearing.
