Syracuse DPW faces a $3.8 million waste budget red as illegal tire dumping spikes. More than 50,000 tires found this year, with incidents at recycling centers and railroad bridges. Oswego shut a large dump in January while Rome hosts a tire crushing operation. Officials seek a national tax or tariffs to cover disposal costs and curb unsafe dumping.
In Mecca a ventilation failure in a 1500 foot tunnel linking the holy city to a tent city caused a deadly stampede as 1000 capacity crowd swelled to about 5000. Most victims were Malaysian and Indonesian pilgrims. King Fahd called the deaths martyrs of the Islamic world and blamed the power cut for the disaster.
A high pressure system from the middle Atlantic states will push hot humid air into Central New York. By Wednesday Independence Day temperatures are expected to reach 90 degrees. Washington officials say President Bush will press NATO to adopt strategies reducing nuclear forces and troops in Europe, making nuclear use a last resort. With a diminished Soviet threat and East Germany's potential unification, NATO plans thinner frontline troops and more dispersed readiness behind lines, while warhead deployment shifts to a smaller arsenal and new weapons like TAS.
