Crowded highways and crowded airports mark the Fourth of July weekend as police boost patrols to enforce the 55 mph limit. The National Safety Council warns of up to 600 deaths and thousands of injuries during the 78 hour period, with fireworks injuries also rising. Several fatal accidents are reported in New York State including Schenectady residents Claude Bell and Owen Smith, and others in Oswego and Albany counties.
President Carter at Camp David says the nation has substantially overcome Watergate, Vietnam, and CIA revelations. He praises Congress for progress on major issues and urges a renewed sense of optimism for 1977 as freedom’s task continues worldwide.

Washington AP The Postal Service plans to raise first class letter rates next year to 15 or 16 cents, despite its best financial shape. Postmaster General Bailar notes a $50 million loss in the last year, but says conditions are better than since the 1971 reorganization. He cites inflation and labor cost pressures as reasons for new rates and outlines workforce reductions to 657,000, while praising on time delivery as stable with 96 percent overnight and 94 percent for one to three day deliveries.
Secretary of State Cyrus R. Vance urged South Africa to ease racial tensions in Rhodesia, Namibia, and South Africa, warning a hard line could invite Communist intervention. Speaking to 4,000 at the NAACP convention, he cited rising US aid from 271 million to 450 million dollars by 1978 and pledged support for Africa through technology, education, and training opportunities. A Johannesburg official called the speech encouraging and said economic involvement helps deter Soviet influence.
Ugandan President Idi Amin arrives at the African summit in Libreville in a blue air force uniform with a pistol at his side. It is his first trip abroad since surviving a coup attempt, and he walks into the $25 million conference palace as the 49-nation OAU starts. Ugandan officials had said he would not attend.
New York Governor Hugh Carey said he would not sign the bill that concealed pension perks for certain officials and workers. He will meet legislative leaders to align the bill with the state labor contract for 150,000 employees while seeking to remove pension increases.
Albany AP reports the latest New York weekly lottery results. The $20 three digit winner is 471, the $100 four digit winner is 0374, the $1,000 five digit winner is 31826, and the $10,000 six digit or millionaire box number is 211965.
In Cheektowaga a man identified as Harold Pointer resisted arrest, grabbed a pistol from Patrolman William Belz, and four shots were fired. Patrolman Robert Burgess died from chest wound. Belz was injured. Pointer was wounded, hospitalized, and to be charged.
Defense Secretary Harold Brown says any U S Soviet nuclear arms deal must not curb cruise missiles on strategic bombers. He notes range is undecided but the U S will proceed, arguing constraints must not impair strategic capability. Tass calls Carter's decision to deploy the cruise missile and halt B1 bomber production a setback to arms talks.
Two thousand Rockwell International employees who were on the B 1 bomber program have lost jobs after President Carter scrapped the program. The layoffs began yesterday and officials expect about 8,000 more cuts over the next 30 days affecting engineering, manufacturing, tooling, purchasing and support staff in Los Angeles and Repairedale plants.
