A ten day warm spell ends as a cold air mass moves in bringing a mix of rain and snow. Fog reduced visibility earlier today. Snow flurries are likely tonight and tomorrow with a low around 30 and a high in the upper 20s. West winds 10 to 20 mph.
Albany AP reports New York City cop killer Albert Victory, who escaped from Greek Haven Prison on May 5 1978, was seized near San Francisco. Victory, 40, was serving 25 years to life for the 1968 shootout murder of Patrolman John Varecha in Manhattan, convicted in 1970.
The Supreme Court unanimously held a defendant cannot be retried when the initial verdict was overturned for insufficient evidence. The decision rejects the state's argument that the trial judge acted as a 13th juror, overturning a Louisiana Supreme Court ruling upholding Tracy Lee Hudson's first degree murder conviction.
Rudolf Hess loses another legal bid to force West Germany to seek international intervention over his Spandau imprisonment. The Federal Administrative Court rejected his plea that internat ional agencies intervene on human rights grounds. Hess’ lawyer Alfred Seidel said he will take the case to the United Nations, though UN chief Kurt Waldheim has reportedly refused to sponsor it.

Reagan defended tax cuts to spur saving and investment as Senate moves to shape budget cuts. Baker predicted bipartisanship and mid April floor action. Reagan said governors conceded belt tightening but growth hinges on a smaller government.
President Reagan said the United States has no intention of becoming involved in a Vietnam like conflict in El Salvador while supporting the government against revolutionaries. Defense officials said the U S may send more advisers as about 20 already serve there. Reagan linked Soviet arms shipments to the junta and warned such issues could shape a future U S Soviet summit.
