The government orders a decontrol step reducing set aside rules for housing materials. Dealers will honor outstanding priorities up to a limit, with no new priorities issued. non priority sales allowed if no priority exists. Resignations follow the policy shift.
The Security Council postponed general debate on disarmament to next week with US and Russia at odds over priority. Herschel Johnson urged immediate focus on an American plan to outlaw atomic weapons while Andrei Gromyko pressed a Russian three month complete disarmament proposal. The session paused and will also tackle the Trieste agreement next week.
The U S Weather Bureau forecasts snow flurries and cooler days in the Syracuse area. Tonight minimum around 10 degrees, with snow or flurries expected Wednesday and a rise in temperatures by Thursday and Friday across eastern and central New York.
The Times Herald reports Gen Dwight D Eisenhower, Army chief of staff, told friends during a Florida fishing trip he would run for president in 1948 if the people want him. The paper notes no party stance from Eisenhower and cites Sen Capper as having backed him in 3 years past.

The price of top grade butter rose by one half cent a pound in the New York Wholesale Market, barely offsetting Monday’s drop of 83 1/2 cents. A joint Justice Department and Agriculture probe into alleged butter market manipulation continued with no immediate developments.
Chinese students protested alleged rape by two U S Marines in Peiping. They demonstrated near the American mission shouting anti American slogans and confronting Col. Julian Frisby at Marine Headquarters. Sentry Pfc Charles R Ingram from Lincolnville GA was on duty at the scene.
The weather bureau reports very cold conditions in New York with freezing temperatures and a warning against staying in gutters at night as the Daily News notes the forecast for today.
Syracuse anticipates a lively New Year’s Eve with numerous events at hotels clubs and private homes. Hotels report sold out dinners and gala rooms while liquor dealers note heavy pre celebrations. Most parties end by 3 AM with some continuing to breakfast. Ancient Order of Hibemians holds a late evening gathering at 1200 S Geddes St organized by Kiernan Tierney.
Pvt. Jimmy Hill 17 once hailed as hero of the hour admits the payroll robbery story was a hoax. He faces his commanding officer to explain the cheerful tale and hopes officers have a sense of humor about the fabrications.

Ford Motor Co announces termination of its employee investment plan effective January 31, 1947. Initiated over 25 years ago by Henry Ford, the plan allowed employees to invest up to one quarter of their wages with returns of 4 1 2 percent annually plus special bonuses. In twenty years the company paid more than 20 million dollars to participants.
President Truman announced a proclamation ending World War II hostilities at noon and terminating emergency government powers under about 20 laws immediately and 33 other laws in six months. He said some statutes may continue in peacetime and that he will seek Congress for additional legislation. The move does not end the war or Roosevelt era emergencies, and may cut the 1947 tax bill by about 700 million dollars.
