Seaway toll delay stalls on higher charges

Ottawa reports that a 27.6 percent toll increase for the St. Lawrence Seaway, proposed in December 1970 by D. W. Carr, will be postponed at least another year. Officials cite competitive pressure from rail and U.S. subsidies, with Canadians fearing loss of traffic to Halifax ports and Great Lakes routes. US policies already aid ships, while Canadian expenditure in 1969 reached 112 million.
