Education concern shifts from learning to using knowledge. NAEP studies show 9 and 13 year olds read and write better recently, but many do not apply skills to everyday life. Black 9 year olds showed larger gains 1971 to 1975, while whites rose modestly.
The Taras Shevchenko, a 275-foot Soviet trawler with 93 crew, docked at Boston Coast Guard base after being seized for excess river herring catch. A second vessel, the Antanas Snechkus, was ordered into Boston 160 miles east southeast of Nantucket, escorted by the Coast Guard.
President Carter plans a low key anti inflation program stressing productivity and cost controls. Treasury Secretary Blumenthal sees only small annual reductions in the inflation rate while proposals include possible payroll tax cuts and energy tax shifts to offset wage and price growth.

James A. FitzPatrick announced his retirement after 14 years as chairman. He oversaw about 2 billion dollars in new facilities and more than doubled state power capacity. Key projects included Niagara Power Project and the FitzPatrick Nuclear Plant. Controversy rose over a 765000 volt Quebec to Utica transmission line.
