Budget negotiations break down in Albany budget feud

Albany talks collapse as Senate backs a 164 billion spending plan while Gov Carey and Assembly Democrats push their own budget. The Senate plan cuts $270,000 Carey sought for Onondaga County prosecutor's office and adds education aid, but omits Medicaid abortion funds. If negotiations drag into weekend, passage may slip to Monday or Tuesday.

Health care bill advances in New York Senate panel

In Albany the Senate Health Committee endorsed the Catastrophic Health Care Expense Program proposed by Sen. Tarky Lombardi Jr. The plan would remove the 50 percent federal funding requirement and allow state and local funding for six pilot areas, including Onondaga and Cayuga counties. The model aims to protect families from medical costs that would impoverish them, with 75 percent state funding and 25 percent local share, retroactive reimbursement, and incentives for private insurance.

Albany pays in script as budget delay hits state workers

For the fourth year, New York legislature failed to approve a budget on time causing 84,090 state workers to be paid in script instead of cash. The weekly payroll totals about $47.4 million, while 132,000 employees receive alternate-week pay totaling nearly $84 million. Banks statewide are being asked to negotiate to honor the scrip payments.
