Water Committee chairman Charles Toler urges all InterCity Water System workers to know the emergency power units to prevent a repeat of January’s clarifier freeze. Superintendent Irv Camden agrees on training but disputes power cut as the sole cause, noting the duty operator was trained and on-duty staff now familiar with procedures. Ice formed at bottom of two clarifiers due to extreme cold, prompting dirt berms around tanks to insulate against freezing near scrapers.
