Senate approves coal conversion aid to utility plants nationwide
The Senate passed a 4 billion measure to help 25 utilities convert from oil to coal, enabling 80 plant units to receive up to half the conversion cost with government loans covering 25 percent. Plants must switch by 1985 unless waived by the Department, amid pollution safeguards concerns from Northeastern senators.

Vietnam invasion widens border fighting near Aranyaprathet
Reports from Bangkok indicate civilian casualties in the Vietnam Cambodia clash have risen to between 600 and 1,000 wounded as Vietnamese forces expand operations along the Thai Cambodian border. The Red Cross and UN Children’s Fund say hundreds of refugees and wounded Cambodians are at Khao I Dang Nong Chan and Nong Samet camps, with thousands more displaced into forests or under Vietnamese control. Thai reinforcements move to drive Vietnamese troops from Thai territory in a 35 mile stretch north of Aranyaprathet, while major Vietnamese forces remain inside Cambodia and appear to be shifting southward to strike at guerrillas remaining since the 18 month invasion.
