New Alton dam faces fresh opposition from lawmakers
Rep Edward Madigan introduces legislation to block immediate construction of the Alton lock and dam on the Mississippi River urging one year of environmental economic and engineering studies. Senator Gaylord Nelson has similar Senate action. The DOT report questions the Corps economics noting benefits far below earlier estimates and a large disparity in projected annual gains raising questions of value for taxpayers.
