Albert M. Spradling Jr., a Cape Girardeau attorney, won the Scott Cape Girardeau Mississippi district special election called by Governor Forrest Smith to fill the unexpired term of former senator D. W. Gilmore. Spradling leads Irvin Richmond 3844 to 2810 overall with a 1004 vote majority. Cape Girardeau county was close.

City workers fought round the clock to repair and restore service, with outages limited to hours at most. Only a few poles broken and downtown lights restored by Monday night while traffic signals remained on. Street crews cleared debris and repaired storm damage.

The ice storm last week was the greatest disaster for Missouri Utilities in the southeast district. Har ry Newman, president, told a Herald reporter in Sikeston that more than twenty towns suffered outages. Parma was last to regain electric service, achieved yesterday using tractor powered machinery to traverse muddy ground and lift fallen poles. Restoration began Wednesday and continued day and night until Parma's line was repaired.

700 Telephone Men Repairing Lines Near Ice Damaged Missouri
More than 700 telephone construction workers from four states Missouri Arkansas Illinois and Oklahoma are restoring ice damaged facilities across southeast Missouri. Crews operate sunup to sundown at a swift pace with damage estimated around 300 000. The first phase restoring isolated communities to outside contact is done and by week’s end full service is hoped back temporarily. The emergency began January 1 and 2 when a narrow belt of ice formed through the center of the region.
