A 50 percent advance for July with two installments funded by January through July revenues and projected year end receipts, followed by a December payment for the balance. Marvin L Nuernberger notes the plan avoids hardship on counties with ongoing projects.

Wrong Tax Table Used In Returns
Nebraska taxpayers have faced refund delays and overpayments due to using incorrect tax tables. District Director Richard P. Vinal reported that 3,080 filers relied on the wrong tables, often husbands and wives on joint returns using single or separate-table rates. Social Security numbers, arithmetical errors, and missing signatures also slowed refunds.
