Reported to be announced today in Washington as Spain seeks peace through French ambassador Cambon. Spain asks negotiations to end the war while President McKinley prepares his reply and a Saturday decision is anticipated.
The United States states that Spain has not asked for an armistice and would not receive one now. Secretary Long says Eastern Squadron moves will wait for peace talks, while Miles and Brooke continue operations in Porto Rico to break Spanish power with Ponce and San Juan key targets. Cavite forces will move on Manila when ready, and Cuba operations pause for yellow fever season.
The Chicago Times-Herald notes Santiago merchants refuse American silver dollars except at metal value, treating them like Mexican coins. It argues that global markets price gold and silver by weight and that Bryan cannot persuade merchants otherwise.
The Union Pacific will offer tickets at One Fare for the Round Trip plus 5.00 from all points in Kansas Nebraska Colorado and Utah to Rawlins Wyoming. Dates available are the 1st and 3rd Tuesday in May June July August September October and November. A daily stage line operates between Rawlins and Grand Encampment except Sundays. North Platte's prospects rise as Union Pacific officials led by General Manager Dickinson tour possible North Platte river branch routes from Kimball to Scotts Bluff and Hershey. The party assesses irrigation rich counties, cattle markets, and minimal grading costs with a potential junction near North Platte or Hershey. Local citizens press for the project, hoping for a favorable report to President Burt.

It claims eastern opposition is selfish and stresses farming interests in the middle west, noting Pacific trade and Philippine territory as leverage.

The commissioner of Internal Revenue Scott Kreag in Washington outlines that lending or investing personal funds in notes and municipal warrants without conducting a business does not label one a broker. A routine investment in securities isn’t a broker’s business, but active buying and selling is. Lawyers making occasional investments for clients aren’t liable unless it becomes a business. A fixed place of business with money loaned on securities or promissory notes defines a banker under the 1898 act.
