R W Latta argues against feeding spoiled hay to dry cows. A dry cow should be well fed before and after drying off, with a vacation of 6 weeks to 2 months on full pay. Before calving, reduce feed and use light, quality matter like bran and oats, then ease into full feeding after calving for a strong calf and high milk yield.
