New Bank Bill For Guaranty Solution Embodies Weaver Plan
A joint conference committee to draft final banking legislation will meet for the first time Wednesday afternoon. Attorney General Sorensen unveiled a new measure embodying Governor Weaver's ideas to cover the guaranty fund deficit and protect depositors. The bill merges features of Senate bills H R 209 and H R 392 while retaining the existing guaranty fund law. It keeps the current five tenths of one percent going-bank assessment, raises regular assessments from one-tenth to two tenths after 1929, and lowers special assessments for failed banks from five-tenths to three-tenths. Regular assessments after December 31 will fund losses in banks failing after that date. Surplus over $250,000 annually would revert to the regular fund. The plan includes $300,000 to refund depositors in failed banks and $2,700,000 to reimburse the guaranty fund for administration costs from the last six years. All current-year assessments will pay the present deficit, and interest on depositor claims would be eliminated.
