The Shafter City Council, with no public comments, approved water, sewer, and refuse rate hikes averaging 3.15 monthly to 14.45 combined, effective November 1 1980, and authorized a minute order for a resolution.
The preliminary hearing for Shafter Police Officer Russell Carr began in municipal court on September 22, with two felony counts of excessive force under color of authority. Witnesses described the confrontation at the Johnson home, detailing alleged injuries, actions by Carr, and accounts from Johnson and fire personnel as the hearing continued into the next day.
The Houchin Community Blood Bank mobile unit will be at Veterans Memorial Hall in Shafter on Wednesday September 24 1980 from 3 to 6 pm. Men and women 18 to 65 are urged to donate. Donors can designate gifts to the Shafter Fund for local accident or illness needs.
Juan Torres Florez, 21, of South Shafter told Kern County Deputies on September 19 he was chased by three men in a vehicle and stabbed in the right arm while a bystander escaped with a knife. He was treated and released. Arrests not yet made. Also on September 19, Danny Garcia reported a shop break in at Lone Tree Farms Lost Hills with an air compressor band saw grinder and drills stolen valued at $3,000.
The Shafter Press obtained Judge Milton Elconin’s letter to Grand Jury Foreman Spencer Lees criticizing the investigation of the Shafter Police Department. He alleges organized efforts to influence the probe, notes past letters praising police, cites double standards of justice, and describes incidents involving detainees and a beating at a holding cell.
Shafter police report a quiet weekend with multiple arrests. Julian Prado of Hicks Lane was held on suspicion of robbery after a vice in the county. Billy Ray Hurst was arrested on a San Luis Obispo warrant for failing to appear on driving while intoxicated and unlicensed driving. Jesus Lopez of Bakersfield faced charges of public intoxication and littering near Cousin's Cafe.
