Kelly Hopeful For Fair Study Of Barrier Plan
Assemblyman H. W. Pat Kelly hopes engineers can conduct a scientific fair study of earthen barriers across San Francisco Bay under the Kelly Ab sher Salinity Act. The measure allows 250000 for the first leg of the study and Kern county growers may gain a supplemental water supply for the San Joaquin Valley. Kelly spoke to Wasco Rotary Club about state issues including a gas rate increase and opposed the tax as excessive. The Revenue Cutter Service, now the Coast Guard, was authorized Aug 4.

California Students Encouraged for Graduation Awards
California high schools and parochial schools were told that good citizenship and scholarship may earn rewards at graduation. The achievement awards program, sponsored by Bank of America, will award $35,600 in cash across the state next spring. About 6000 awards include trophy caps certificates and cash with individual prizes from $100 to $1000.

Cotton Controls Seen Inevitable If 1954 Demand Fails To Rise
The Agriculture Department warned that cotton production controls are likely for 1953-54 if domestic and export consumption does not surge. With total supply projected at over 20.9 million bales and consumption around 12.2 to 13.5 million, the supply would exceed demand by 150 to 166 percent, triggering quotas. Also, western wind erosion areas will exempt winter wheat from acreage allotments to allow green manure and hay use.
