Annexation plan targets agricultural preserves and MFAD growth

Agricultural uses include greenhouses orchards crops and livestock farms but exclude slaughter houses. MFAD stays industrial and will join annexation to boost Shafter tax base. Residents fear police service and taxes though assurances say tax increases require a public vote. MFAD Director Kirk Nelson expects the district to become a major county industrial area.
