Long-time Wasco resident Handel faces drug trafficking charge
Katavich confirms Wasco State Prison fire captain and former Elks official Handel, 55, is charged after allegedly accepting a heroin containing package at a Bakersfield mailing agency. He allegedly provided pens to inmates for distribution, with six inmates placed in administrative segregation. Handel, a Kern County Fire Department captain and Wasco Prison substitute teacher since 1996, is on administrative leave pending investigation.
