Prop 10 Kern County Focused on Low Income Groups

A May 2002 Grand Jury report finds internal controls at Prop 10 Frompace Families Commission inadequate to prevent waste and fraud. It notes that about 66 percent of funds were used to backfill Kern County Departments and School Districts with remaining funds going to non profit agencies already funded federally and state. The jury faults emphasis on Hispanic, farm worker, and low income children under state and federal programs, and urges new infant 0 5 programs. Locally First 5 funded Shafter State Preschool playground equipment last September.
