Charter Proposal Shifts City Clerk Role and Local Control
The draft charter for Shafter proposes appointing the city clerk rather than electing, with a focus on reducing conflicts of interest and requiring council attendance of 85 percent. It outlines duties for the city council and mayor, strengthens oversight of the city manager, and sets financial procedures along with local initiatives, zoning, and municipal matters. The initiative also notes prevailing wage details and cost-saving aims tied to Charter status, with the election set for Tuesday, June 6, 1995.
