Stiern Named Head of California Budget Watcher JLBC
Senator Walter W. Stiern of Bakersfield was elected chair of the Joint Legislature Budget Committee, the legislature’s main budget analysis body. He succeeds retired Senator Dennis Carpenter and becomes the first non attorney to chair the body on a permanent basis. The JLBC provides independent analysis of the governor’s budget and reviews about 2,000 spending proposals, aided by the Legislative Analyst and staff. The committee, created in 1941 despite a gubernatorial veto, has grown into a model for similar bodies nationwide.
