Richland District Vows Revised Plan To Trim Upper Grade

Jacobsen Jr was elected vice president of the Northern Waters Storage District. Milo E Hall, a district director and former vice president, was chosen to succeed retiring president Lee Froman, who retires after 21 years on the board. The district covers 60,000 acres near Shafter and extends to Highway 99 north of Wasco. Froman helped form the district with roots tracing to Kern River water division and the Kern County Land Company.
