Richland Board Keeps School Improvement Program
The Richland School District Board of Trustees voted unanimously to continue the School Improvement Program after a night of public support. The district reported 56 percent of first graders, 69 percent of second and third graders met reading and math targets, with an overall SIP score of 6.1. Recommendations to expand certificated staff, improve evaluation, and maintain the program were accepted. The board also moved to notify certificated administrators of potential 1979-80 reductions by March 1 and certificated staff by March 15, with final action planned by May 15.

Youth Dies in Canal Near Kern Homes
Three year old Michael Allen son of Mr and Mrs Steven Allen of 122B Godey Street Kern Homes died after falling into an unfenced canal near his home. He was found by his father about a mile downstream at 2 p m and pronounced dead on arrival at Kern Medical Center. Firefighters and volunteers searched the area after the 1 30 p m call. CPR and mouth to mouth failed to revive him.

Reward Offered in Shafter Refuse Fire Case
Shafter Police Chief Gene Kaplan and Fire Chief Cliff Ratzlaff announce a 100 reward through the Secret Witness program for information leading to the arrest and conviction of those responsible for a series of refuse container fires on Saturday February 24. Fires began 10 55 p.m. at Cross and Walnut addresses with four containers destroyed. ROCK program graduates show college and employment gains
A follow up on 436 ROCK program graduates from 1978 shows 20 percent attended college and 47 percent work in ROCK related fields. Director Cecil Briscoe reported 11 percent have jobs set aside, five percent unreachable. Nursing assistants and Shafter program grads posted strong related employment, with all Bakersfield nursing assistant graduates in that field. Costs, revenue limits, and future course cuts including culinary arts, child care, and nursing assistant II were discussed as enrollment shifts.
