Looking ahead to infrastructure, the Shafter Chamber of Commerce considers extending Shafter highway north to meet Highway 99 above Delano. The plan would connect Shafter Taft and three Kern communities, cut travel time to Tulare Visalia and Porterville, and place Shafter at the center of a new shipping route via Kern County Land Company lands. Support from Delano and Taft chambers is anticipated while land company cooperation remains uncertain.

The Central Valley Empire Association formed a five man committee to study establishing a textile mill to expand Kern county cotton. The panel will assess marketing and tech needs and met at Bakersfield Inn with Loren Van derlip noting state small mills cannot handle projected cotton output. Members include valley chambers, empire association officials, and executives from chambers in Los Angeles and San Francisco.
