The council approved a 15 cent per hour shift differential for police dispatchers and, by motion, extended the same provision to the City Administrator, City Attorney, Fire Chief, Public Works Director, Police Chief, Police Lieutenant, and Confidential Employees. In other business, four dance permits were approved.
The Shafter City Council approved memorandums with the Kern County Employees Association and the Shafter Peace Officers Association allowing a 7 percent salary increase effective July 1, 1979, with benefits to remain at current levels. The action accompanied consideration of annexation requests for a 10 acre parcel west of the Hofman tract and north of Sierra Avenue, plus an amended 1978-79 budget. The council called for volunteers to form a citizens advisory committee on the Housing Element, stressing its role in the General Plan for housing needs and growth.
Shafter police arrested residents for possession of alcohol after months of warnings. Chief Gene Kaplan said drinking in public places leads to arrest, noting parks remain lawful if the 20 foot ordinance is observed. Tony Warren was cited for public intoxication last Saturday. Reserve officers earned POST certificates. Ray Evaro named first reserve officer.
At the June 8 meeting the Chamber ordered fireworks for July 4 at dusk in the Shafter High School stadium with a 1650 dollar cost plus insurance. Funds from concessions and donations were discussed. The meeting covered the Santa Fe Depot fundraiser, Kern County Fair preparations, and a Jaws of Life demo deadline.
Deputies responded to the El Centro Bar in Shafter on June 3 after a gunshot wound was reported to Elias Velarde Jr., 16, who said a stranger shot him for no known reason while he walked by. He was treated at Kern Medical Center. A separate May 28 report notes an 18 year old Shafter woman was abducted near a Pumpkin Center bar, raped by seven men, and escaped to a farmhouse. no arrests have been made and the investigation continues.
Shafter Recreation District announces a busy summer with swimming lessons, tennis, weight training, and a recreation band and chorale. Public swimming at Shafter Aquatic Center starts Saturday June 9 with daily 1 to 5 pm hours and 6:30 to 8:15 pm evenings. Fees are 25 to 50 cents for pool use, with July passes and July 2–6 registration. lessons cost $2, and a "Mom and me" swim for children under four by December 1. A city recreation band and choir meeting June 19 at 8:30 pm invites participation. tennis lessons run at Shafter High weight room 6:30–9 pm. A Summer Basketball League meeting June 19 and a City Outdoor Racquetball Tournament in July are planned. summer baseball leagues begin June 11 at Shafter High, ae, and Hudson Park.
On Monday June 11 Bryan Allen pedaled the Gossamer Albatross to cross the English Channel in just under three hours starting from Folkestone England and landing in France. Designer Dr Paul MacCready oversaw the flight built at Shafter Airport and tested there before moving to the coast.
The 49th SHS commencement held at SHS Stadium awarded diplomas to 163 seniors. Invocations by Rev Richard Nickel, with speeches from Don Case Sharon Jones Karla Nash and Marie Roper. Neal Olsen presented diplomas as principal. district officials conferred them. Class officers Michele Graves Katrina Wagner Debbie Ricks and Don Case also graduated.
