Shafter Sewer Plan Faces Catch-22 With Regulators
City Administrator Bill Sheldon calls the situation a Catch-22 as the Regional Water Quality Control Board in Fresno demands 40 MPL BOD limits while the State Water Quality Control Board in Sacramento argues for 100 to 150 MPL. Funding for Step One preliminaries, about 60 000 dollars, hangs on this dispute though Shafter has already paid engineers 70 000 dollars. Step Two and Three funding remains uncertain through 1986, with past projects and court orders affecting EPA allocations and plant priorities.
