Penalty Rate For Surplus Cotton Set
The marketing quota rate for excess 1959 crop upland cotton is 19.1 cents per pound, set as 50 percent of the June 15 parity price. Kern ASC Chairman W. L. Smith announced the figure after growers approved quotas in a December referendum. Noncompliance with acreage allotments incurs penalties on farm marketing excess and makes the crop ineligible for price support.
