Welfare reform sparks debate on work incentives and jobs
The Wall Street Journal investigates welfare abuses and job availability as states push work requirements. In Detroit a Burger Chef manager says no applicants for 40 open positions at $3.10 an hour while the city faces 12.5 percent unemployment. State offices report openings for various low to mid skill roles, but many laid-off workers resist lower pay, aided by extensive unemployment benefits and taxfree supplements. Experts blame inefficient employment offices and urge better matching of job seekers to openings.
