Paul Newell publisher of the Shafter Press spoke at the Business and Professional Women's dinner at Cawelo. He traced the Central Valley water project history from early irrigation efforts to present times and noted the key 1902 Bureau of Reclamation law restricting benefits to holdings between 40 and 160 acres.
