Dr. Paul F. Romberg president of California State College Bakersfield will discuss the impact of the new four year college on Kern County economy at the 1970 Business Outlook Conference January 21 announced by the Board of Trade. When it opens in 1970 with about 1 000 students and 70 professors CSB will be the only four year college between Los Angeles and Fresno.

They backed a seven member governing board for district unification and set nomination rules with at large elections.
