Hit and run fatality in Shafter details released
Andrew Westell Moore, 22, died after being struck by a vehicle in the 300 block of Olsen Street. Delia Samarripas, 18, surrendered to Shafter Police and was arrested for hit and run. Witnesses said the car traveled 40 to 50 mph before fleeing westbound. The driver claimed the child ran into the road and she panicked. Police, Fire, and Wasco Ambulance responded. Kern Medical Center pronounced Moore dead.
