California studies urge broader energy policy overhaul
Two major studies released by the California Council for Environmental and Economic Balance warn that current energy policy risks large earnings losses and up to 342,000 jobs by 1995 unless California overhauls its approach. They urge abolishing the Energy Commission, creating a state Department of Energy, and transferring power plant siting to the Public Utilities Commission, with a lean office and private-sector cooperation to boost exports and streamline decisions.
