Stiern Pushes for Constitutional Amendment on Reapportionment

State Senator Walter W. Stiern reports to Kern constituents on SJR 2 seeking a constitutional amendment to allow states with bicameral legislatures to decide reapportionment before a plan is implemented. He notes California’s court-ordered redistricting, court appeal to the Supreme Court, and broad California support including Harlan Hagen. He argues for keeping geographical units and cites Kern’s 1960 population as 291,984 and equal districts near 393,000 people. He mentions two unusual reform proposals and says neither is likely.
