Shafter City Council Sets Water Workshop and Hearing
Shafter officials schedule an informational workshop on April 23 and a public hearing on April 30 at 7 p.m. in the Veterans Hall to discuss the water system improvement project open to residents. Fortenberry Named 1991 Young Woman of the Year
Karen Fortenberry, SHS junior, was named Shafter's 1991 Young Woman of the Year earning a 1500 dollar scholarship to pursue psychology or education. Felicia Oesterle and Shawna Prentice followed as runners up, with five Excellence Recognitions and other scholarships awarded.

Dates Set For Water System Hearings And Workshop
The city council schedules an April 23 workshop and an April 30 public hearing at Veterans Hall on the proposed water system improvements. Kennedy Jenks and Chilton will assist in analysis and in the workshop and hearing. The plan projects a 70.8 percent rate hike to maintain water quality amid expected groundwater decline. City Engineer John Guinn warns groundwater may worsen. McKinney notes car washes lack recycling and cites $18 000 to $22 000 possible for a recycling unit, potentially justified by high water costs. Shafter car washes charge $12.75 per stall monthly with 500 gallons daily per stall. Guinn shows muddy well water and mentions a $5 500 pump repair funded by an emergency grant, with expected return by April 12. McKinney adds the city’s strategic plan targets five goals for water, sewer, refuse, city hall, economic opportunities, growth, and communication.

Fundraiser set for Shafter High Generals Band April 20
The Shafter High Generals Marching Band, after a top season, plans a fundraiser for April 20. They won first at the Arvin Field Show over Wasco and Highland, with percussion and majorette teams also taking first. The group placed well at Pismo Band Review and Savannah Anaheim, Santa Barbara events, and edged Foothill Bakersfield in a strong Southern California slate. Band director Kelly Bergen leads the program.
