The governor asks for a limited period during which strict quarantine regulations may be eased. Officials consider reducing restrictions to lessen the burden while maintaining public health safeguards.
The governor appeals to relax quarantine rules as many towns lack food ice and provisions and communications are down. New yellow fever cases rise in Bon Ami Betterton and Shreveport with a petition to Dr Reginald Leach for prevention theory. A Kansas City Southern train is halted between Shreveport and Beaumont after a yellow fever outbreak with one death and two new cases and a street quarantine set.
In Albany in August a building occupied by John G. Myers and Company collapsed this morning. At least fifty people, mostly boys and girls employed in the house, were killed or injured. Fire crews work to recover victims buried in the ruins as customers also faced danger.
Warrensburg officers believe they have three of the Smithton post office robbers. George Ruffin alias Dave Johnson partly confessed implicating four other young men and two more, described by him. They were found from the blind baggage of an eastbound Missouri Pacific train at Warrensburg Saturday. Suspects include Charles Carmer alias Bill Crumman and Charles Staff alias Tommy Ryan. They claim to be from Cincinnati and have been taken to Kansas City by Deputy United States Marshal Morrison.
A humane society will be erected this afternoon at the court house club rooms. It will be composed largely of ladies with about twenty five members. Officers will be elected and the society’s objects explained, aiming to prevent cruelty to animals and benefit the city.

Twenty five returning Panama canal employees arrived today on the steamer Alliance from Colon. The ship carried eighty eight passengers and all were reported well.

In Fort Worth on August 8, a mob removed Sam Majors, a Black man jailed near Waco, and lynched him for an assault on a white woman. He was hanged at a bridge.
