Officers in split with ship board over subsidy bill

Capt. John H. Pruitt of the Masters and Pilots Association attacked the Shipping Board in Washington before the Senate committee and after, charging double dealing over a naval reserve provision. He alleged a letter urged association approval by mail to avoid questions, while the board claimed the naval reserve section had been withdrawn. The dispute widened a breach between licensed officers’ groups and the Shipping Board, risking opposition to the subsidy bill.
