Seoul reports say Japanese and Russian outposts stand opposite across the Chong-cheng river in northern Korea. Couriers and scouts suggest clashes may have occurred with a mounted Japanese infantry force nearby. no confirmation of a Russian party engaging Japanese scouts near Pingyang.
Retired Admiral Stacklenberg claims Vladivostok squadron cruised in Japanese waters from February to March by order of Admiral Stark to threaten northern Japan. He denies firing on Japanese merchant ships in the Sangar Straits. One steamer loaded with rice was sunk, another released to carry the tale of Russian ships. Brocklenberg predicts a long war.
A Port Arthur dispatch via Shanghai claims every Japanese drydock holds wounded warships from earlier battles and that over 2000 Japanese soldiers are receiving care in hospitals.
