Washington Aug. 19. One billion dollars of the people's money saved is the claim of The Seattle Star as the shipping board begins to implement bare boat charter. Chairman Lasker declares the switch will cut operating losses, reduce the ship board staff by three fourths, and shift fleet control to private owners within a year, benefitting private tonnage and early purchasers of government tonnage.
Keeling says contractors force workers to take wages well below the standard after the board ruled that only registered voters may be employed on local improvement projects. Charles Case notes a show cause order by a Seattle contractor blocked enforcement while the order is reviewed in superior court next Thursday.

A former patient Mrs. T. W. Brown recounts alleged abuses at the Western State Hospital for the Insane in Steilacoom. She describes ward telephoned visits to stage scenes, brutal attendants, forced labor, and cruel treatment she endured during paralysis and recovery in 1920. She urges the state to shut the facility and run it as a humane hospital.
Samuel R. Harris 20 of New York says he was hired with four companions to assassinate Mrs. Fifi Potter Stillman and that he received pay and expenses. He admits not knowing who funded the plot. Harris was arrested in Kansas City and police seek several suspects named as involved. New York police notified as Kansas City police investigate the case. He is being held 24 hours for questioning.
In Petaluma California Evelyn Grant fourteen is killed by an intruder who also wounds her grandmother seventy and her sister Leona and her father John Grant. The attacker Charles Hoffer an ex convict on parole killed himself after police found his body along a blood trail. Mrs Grant and John Grant are not expected to live. Hoffer had recently faced an attempted assault charge related to Evelyn Grant and was to be arraigned today.
