The City Council adopted a revised Salary Ordinance raising wages for police officers, truck drivers, day laborers, and mechanics. Police officers start at 165 per month for six months then 5 increases, Chief Howard at 200 with a 30 car allowance, sergeant at 180. Retroactive to August first.
Seal Beach plans a temporary loan of 35000 dollars for three months to cover Anaheim Bay Improvement Project costs not funded in the prior budget. Bids will be opened September 29 with interest not exceeding five percent and a maturity by December 31.
The Peninsula Improvement Association urged the city council to press Pacific Electric to reinstate the Los Angeles Balboa electric line amid gas rationing concerns. They proposed two commuter trains in morning and evening, with Newport Balboa Chamber of Commerce involvement. Seal Beach officials will cooperate with Harry Welch and Pacific Electric to improve local transport facilities.
Legal technicalities hinder F. W. Hickman from bond release as local property officer tied to his Seal Beach Defense Council role. OCD forms and an accounting filed in Washington must occur before release. Police Chief Lee Howard acts as interim property officer, but Hickman remains responsible until regulations are completed.
Seal Beach authorizes purchase of a second hand army engine from the Presidio San Francisco. It has 700 miles of operation and was recently overhauled with new steering. Payment plan spread over three installments over two years.
Junior Commandos led by Colonel Juanita Mathis and Major Carolyn Kober nick begin cleaning up vacant lots, burning trash, and salvaging materials for the war effort. Firemen from Fire Chief W. S. Knighton’s auxiliary unit accompany them to keep fires under control as the work starts today and aims to finish by week’s end. Money was approved to host a party for the Commandos at Mrs Del Kimball’s home.
City Council passed Resolution 473 confirming weed removal costs. Street Superintendent C A Miller reports a total $1645.68 for 20 497 feet of lot frontage, about 819 88 lots, and 23 273 feet of parkway. Each 25 foot lot plus parkway costs $1.98. This year includes Philip Norton’s lots, increasing total lots.
City fathers adopted a resolution modeled after a Los Angeles measure asking that one half cent of each three cent sales tax be given to cities for general municipal use. The League of Cities convention in Los Angeles will consider presenting the plan to push legislation.
The Douglas Aircraft Company earned council approval to use the old FBI pistol range on Hellman property within city limits for a small rifle organization run by company workers. About fifty members follow National Rifle Association rules and the range will be open to Seal Beach police officers and city council members. Chief Howard says the setup will benefit his department and assist officers.
The Metal Reserves Company notified the council last Thursday that they would accept the WPA rail offer. About 96.5 tons of steel will go to the War Production Board, with directors approving the acceptance. C. W. Nichols, president, says WPA labor will remove the rails and restore streets to good condition.
Orange County hospital nurses, led by Supervisor N E West, confronted the board of supervisors in Santa Ana to demand higher pay amid rising living costs. Nursing supervisors warned staffing is dropping as salaries lag behind neighboring counties and private hospitals. A new ordinance would still undercut rivals. West urged an immediate raise plan of 15 to 25 dollars depending on current brackets.
Mrs Nola L Thomas wife of Roy Thomas Seal Beach city employee has applied for the police matron post to replace Mrs Fern Cross wife of Sgt Clifford Cross. The council referred her application to Police Chief Lee Howard who indicated she would be hired. Thomas is president of the American Legion Auxiliary and well known locally.
Eva Wilkerson is appointed a defense council member in Seal Beach and volunteers as a file clerk. She will index and locate papers and regulations essential to council operations and decision making.
