Orange county employees seeking higher wages amid rising living costs face a legal hurdle after County Counsel Joel Ogle said proposed increases must be filed with and approved by the National War Labor Board. The board can grant raises if inequities are shown, a point Supervisor N. E. West has pressed.
Two inmates under Sheriff Jesse L. Elliott escaped or self harmed within two weeks exposing maladministered custody at Santa Ana. Ernest Smith, Huntington Beach barber, killed his wife and died by suicide in jail after prior hospital transfer. A Santa Ana paper blamed the board of supervisors for lacking a 24 hour guard though a temporary guard could be used with county funds. The other case concerns Roy T. Bennett, later committed to Patton Asylum after being deemed mentally ill by a Superior Court jury.
School opened with banner enrollment and superintendent J. H. McGaugh notes a rise over last year by more than 40 percent at the opening day. Busy staff promise fuller details next week as Seal Beach welcomes many new Huntington Beach High School students from the local elementary ranks. Names of new high school entrants listed include Barbara J Bender and Charles P Cascio among others.
Approximately 160 ordinances will be codified and printed to make statutes more accessible for officials and the public. The work follows last Thursday night’s council action and will be phased to spread costs and ease the city attorney’s workload.
The Seal Beach scrap pile opposite City Hall grows daily as salvage committee members question delays in hauling. A. W. Armstrong, chairman, says victory stockpiles meet scrap shortages and remind the public of the urgent need for scrap.
Four new members join the War Price and Rationing Board bringing the panel to sixteen to support gasoline rationing set for mid November. New appointees are Elva Dennis Ola Gladwin Al Corriveau and Charles Irvine. Clerical volunteers are named and the district receives a large tire and part allotment including 53 grade two tires 10 grade one tires 45 recaps and 25 tubes plus four new truck tires six recaps four tubes two new cars and 10 bicycles.
A Seal Beach American Red Cross chapter meeting is set for Friday October 16 at 7 30 p m at Red Cross Headquarters 219 Main Street to reorganize the local branch. New officers will be elected and plans made for future procedure. Members are urged to attend. details to follow.
The Seal Beach Red Cross branch benefited from a Salvage for Victory drive. September sales totaled 42.44 dollars and were donated to the local branch. Mrs. Cora Thomas seeks volunteers for Friday afternoons. Men women and children may come to the garage at Fourteenth and Electric in the afternoon.
City council discussed whether women's groups can hold charity card parties with prizes under a new anti gambling ordinance. It was noted the ordinance aims to curb commercial gambling, not penalize legitimate charity events, and enforcement would require a police report. An amendment could allow licensing for bona fide charitable use with strict accounting.
Chief W. S. Knighton sought fog lights for two city fire apparatus but the city council rejected the request awaiting higher authorities ruling. The proposed lights would cost about 15 dollars per pair. Six new volunteers increased the force to 18. a names list will be given to the city clerk for insurance.
Tuesday night representatives from civic groups organized a War Bond Rally to be held in Seal Beach. Frank Upham was elected chairman and is recruiting unusual talent for the event. A follow up meeting is set for October 13 with the rally date tentatively set for November 13, seen as a lucky day to buy bonds.
About 100 townspeople attended a Saturday night meeting at city hall to discuss enlarging the War Price and Rationing Board, avoid consolidation with an out of town board, and plan premises for the increased wartime workload. Mayor Reed, Councilman Postal, and F W Hickman spoke on cooperation and space needs.
