Administration forces led by David Martin and Mayor Warwick claim 24 of 37 wards while Quay supporters claim 13. nine wards are doubtful. Quay has shattered opposition lines and solidified his position in Philadelphia party machinery.
Philadelphia January 15. Archbishop Ryan leads a citizens panel and Union Traction officials in a closed meeting to form a six member employee panel and a broader peace commission to hear grievances. The employee reps initially refused but agreed to proceed, with a 3 PM meeting set for tomorrow.

Harrisburg Jan 15 The State Republican convention in Philadelphia April 23 will nominate congressmen at large and elect delegates. Senator Quay’s strength is central as district delegates will be chosen earlier to reflect his influence. Veterans Grow and Huff figure among choices for at large seats with Cameron Miner Penrose Andrews and others named for delegates. Philadelphia primaries largely settle their city’s delegates.
