The senate approves a treaty 80 to 19 as the council meets to discuss zoning amendments. Tonight the council plans a 6:30 work session and 8:00 meeting at 131 East Main Street to consider 10 story allowances in C 3 C 4 R 4R and R 5 districts and new resort and dance use provisions with a community unit plan of development.

A 52-foot schooner Astrea carrying Arizona State University student Jon W. Allen 26 and Ruth Ann Byra 18 plus three others vanished while sailing from Yelapa Mexico toward Tahiti. The Coast Guard alerted Byra's mother as the vessel, which left June 29, failed to reach its expected August 20 South Sea destination.
An American Airlines Boeing 707 with 95 aboard dove to avoid a collision with a small plane near Phoenix. Two women were injured lightly as luggage and debris flew in the cabin during the skimming dive from about 30 000 feet at 1000 feet over Four Peaks. Captain Robert McDaniel reported seeing the other aircraft 500 feet ahead.
William S. Wheeler of 1821 Lost Dutchman Dr. was elected to the Scottsdale Chamber of Commerce board replacing Robert Grey whose directorship expires in January 1965. Wheeler is Motorola's Military Electronics Division VP GM and has broad professional affiliations and family details.
Washington UPI reports the Senate ratified the limited nuclear test ban treaty with a split roll call. Senator Carl Hayden voted for the treaty among 55 Democrats, while Senator Barry Goldwater opposed as one of eight Republicans. Twenty-five Republicans supported the treaty and 11 Democrats opposed.
