United States and allies react as the Soviet Union detonates a 30 to 50 megaton nuclear device over Novaya Zemlya. World leaders, newspapers, and publics denounce the test as terror and a threat to mankind, with fallout predicted for Europe and North America.
Gus Barth, a long time crossing guard at Navajo Elementary, earns respect from children and motorists alike. City Magistrate Lawrence Doyle resigns effective December 1 due to time pressure. Charles Tillbrook a public accountant becomes Scottsdale finance director at 600 a month. He arrived in 1957 and previously led Baker-Thomas Co. accounting in Scottsdale. he set up the city's current accounting system in 1959. He resides at 2624 N 80th Pl and will be formally announced at tonight's council meeting.
John Marx of 2044 N 87th St faces a justice of the peace Thursday at 10 a.m. on first degree burglary and grand theft for allegedly stealing a woman's diamond ring valued at about 250 dollars after entering her apartment and struggling with Janet Larkin of 548 S Monte Vista. Marx is free on a 2500 dollar bond.
A State Department spokesman said Soviet airlift to Communist areas of Laos has increased since September after monsoon interruptions, with earlier estimates of about 20 missions daily. It remains unclear if shipments support Laos guerrillas only or also Viet Cong forces in Vietnam.

Knoepnadel spoke on German desires for security. Rodriguez warned of communist infiltration from Cuba and Russia and its appeal to the uneducated. Mamori noted communists form about ten percent of Iran and that the king has kept them at bay.
A Commerce Department official said U S agents have seized 500000 dollars in contraband goods bound for Fidel Castro's Cuba. Deputy assistant secretary Jack H Berkman testified that industrial products on the embargo list were confiscated in 17 seizures since January 1 1961.
West German Ambassador Wilhelm Grewe told reporters at the White House that the Allies should press for removal of the Berlin Wall in any dealings with the Soviet Union. He delivered Chancellor Adenauer's Berlin policy letter to President Kennedy after a 50 minute meeting, noting closer Western unity despite France on tactics.

The United Nations has ratified the Katanga cease-fire and informed Katanga President Moise Tshombe of the terms. Tshombe's reaction was not known at this time.
