Tomorrow marks the start of Operation Clean-Up as city hall and the chamber mobilize volunteers for a two day tidiness drive. The city will subsidize residents with free trash pickup twice a month, while the usual $1.50 monthly fee remains for city residents after the campaign.
UPI report from Tucson shows State Democratic Chairman Samuel P. Goddard Jr condemning Gov. Paul Fannin's leadership. He cites rejection of aid, drought remarks, and the failed intermediate institutions bill, while noting cattlemen selling stock and forest closures. Ackerman indicated possible gubernatorial talk and offered support if Goddard stays out.
At a Geneva conference India aligned with Western powers in opposing veto provisions in a Soviet Laos peace plan. V. K. Krishna Menon urged no veto rule, saying ICC decisions need not be unanimous, and India would help bridge deadlock between Canada and Poland if needed.
The Maricopa County Sheriff’s humane division introduces a chemical dart gun that delivers nicotine to render dogs and other animals unconscious for short periods. Chief use is humane capture. weapon can reach 150 feet and costs about 30 cents per charge, with training for deputies planned.
Deputy Sheriff Lew Burns stopped by a North Scottsdale Road coffee shop when two burglar suspects fled the French Quarter with a wastebasket full of champagne. Burns fired warning shots, the pair dropped the loot and fled, were caught in a car, and Ferris 18 and a 16 year old Phoenix youth were identified. Ferris jailed and the other turned to juvenile officers. They admitted taking a $300 portrait of Shank.
A million dollar flood eight feet deep swamped Wister Oklahoma after a two hour rain event. Red Cross reports $1 million in damages as 100 residents were evacuated. Nearby Mississippi River flooding pushed guards and volunteers on levees in western Tennessee, with 400 displaced in Lauderdale County. Fresh rains threatened cleanup in southern Illinois as storms lingered near the Indiana Kentucky border.
Sperry Phoenix Co receives a $7 million contract for an automatic flight control system. Development will be under a subcontract from Boeing Transport Division in Renton Washington. The system will be used on the new Boeing 727 jetliner to enter service in 1963.
City council authorizes about $5 000 yearly in salary increases for most city employee classes totaling five percent. Bookkeeper and captain of police saw starting pay raised two to three steps to align with comparable positions in similar Arizona communities. The changes, approved without comment, will be in the 1961 62 department budgets.
Bill Flick of Scottsdale was named managing editor of Arizona State University student newspaper State Press for next semester.
Seoul reports the revolutionary military junta formally took power, with Premier Chang resigning and President Yun expressing support. Contention remains inside the ranks over how long the regime will rule, while anticommunism becomes a top policy and the command structure expands to 32 officers. Lt. Gen. Lee Han Lim reportedly relieved of command and then aligned with the junta.
Secretary of State Dean Rusk left the 14 nation Laos conference briefly as a Pathet Lao delegate denounced U S interference. A U S spokesman called the departure coincidental, noting Rusk had an appointment with Prince Norodom Sihanouk. He returned after the speech and translation.
The Senate refused to modify its version of President Kennedy's $600 million Latin American aid bill to conform to the House measure, leaving the bill unchanged as sent to conference.
Sarge the German shepherd, known as Major Von Luckner III, served with the Marines on Guadalcanal Saipan and Tarawa saving nine men and earning a Silver Star and Purple Heart. He died at age 20 in Los Angeles where he received a planned burial with full military honors by the Marine Corps League of California.
Congress and Senate approved a $1 billion stop gap bill to forestall a government insured mortgage program collapse. Administration officials warned rationing would begin next week without new authority and Republican Leader Halleck condemned the measure as a pretext to pressure passage of a broader housing bill.

Canadian Prime Minister John Diefenbaker met with President Kennedy in Ottawa for talks on reinforcing Western Hemisphere unity against Communist influence. The leaders signaled concern over alignments of regimes abroad and pledged a strong defense, as Kennedy and Mrs. Kennedy prepared to depart for Washington after a series of meetings and a breakfast with Diefenbaker.
In Corvallis Oregon State University students rioted Wednesday night with water fights that damaged two campus buildings. Police and campus officers arrested seven students. six were taken off campus and bonded at 25 dollars each, one on campus for dis orderly conduct. Witnesses dispute numbers citing 300 to 1500 participants.
