The council revealed a tentative 1963 64 budget goal of about 2.64 million in revenue if the current tax rate holds. They expect to trim roughly 300000 from departmental requests, with a June 4 formal hearing and July 1 start.
The Scottsdale district adopts a policy requiring parental notification before police officers question or remove students from classes. Superintendent Charles Holt cites an incident where an elementary pupil was questioned for burglary and vandalism, later found not implicated, and embarrassed his family. Police Chief Walter Nemetz agrees to the plan.
L Gordon Cooper, 36, roared into space aboard an Atlas rocket at 6 04 a m PDT to complete 22 orbits in about 34 hours on the Mercury program. He reported being in good health and on top of his mission as he approached his fourth orbit.

Baltimore medical examiners announced that professional football star Gene Lipscomb died of a heroin overdose. A nonintoxicating amount of alcohol in his blood was listed as a contributory factor.
The Scottsdale Chamber of Commerce unanimously approves a resolution supporting annexation of the East Side area to the city to ensure police protection trash collection and other vital services. The group also ratifies Pat O Brien's appointment to the county crime task force and discusses conventions advertising needs and a chamber manager position.
The county board and County Manager Charles Miller heard a petition from Valley Community Hospital to form a hospital tax district. The proposed district would include Tempe and Scottsdale school districts and part of East Phoenix. A 150 bed hospital might be built at Hayden and McDowell or near Papago Park with tax support if revenues fall short.
Across two continents millions of viewers saw L. Gordon Cooper reach orbit with a live U S telecast from Cape Canaveral and taped international relays to Europe. The launch brightened a day of global coverage with minute by minute radio and television updates.
