Pro Western backed Laotian royal forces met with Path et Lao rebel delegates in BAN HIN HEEUP to negotiate a permanent cease fire. The talks aimed to end decades of conflict and establish a lasting political settlement.
President Kennedy was believed willing to commit American forces to prevent a Communist victory in South Viet Nam, with Senate Foreign Relations Chair Fulbright approving a temporary troop deployment if locals favor it. Secretary Rusk said military aid was being increased as Laos diplomacy faltered.
Twenty seven boys who completed the seventh hunter safety course in Scottsdale this year were graduated this week. Courses were led by Charles Jones Bob Westlund Herb Johnson and Ken Pepper of the Scottsdale Marshal s office. A total of 167 boys completed the course this past school year.

Navy Lt Cmdr Victor G. Prather dies after a 113 500 foot Stratolab No 5 ascent surpassing the Kittinger record. Prather fell from a helicopter sling during recovery near Pensacola after a successful mission with Cmdr Malcolm Ross.
The House voted to raise fire and truck taxes by 150 million dollars yearly and cancel a penny-a-gallon federal gasoline tax cut to fund interstate highway completion. The bill would generate about 750 million of the 900 million needed annually, with losses if fuel taxes drop. It passed by voice vote under a no-amendment rule.
